Here is how to combine JPG files into one PDF in under a minute: open a free combine JPG to PDF tool, add all your images at once, drag them into the right order, pick a page size and download a single PDF. On Windows you can also print the photos to Microsoft Print to PDF, on a Mac use Finder or Preview, and on a phone use the Files app or the print menu.

We handle client files every day, from CSV lead lists to signed forms and PDF reports. Photos of documents are the messiest, so this guide covers every platform plus the order, size and rotation problems that trip people up.

Quick answer: The fastest way is a browser tool that does the work on your own device.

  • Any device: add the images to our free JPG to PDF combiner, reorder, click Create PDF.
  • Windows: select the JPGs in File Explorer, right-click, Print, choose Microsoft Print to PDF.
  • Mac: select the JPGs in Finder, right-click, Quick Actions, Create PDF.
  • iPhone: in the Files app, select the images, tap More, Create PDF.
  • Android: print the photos to Save as PDF, or scan paper pages with Google Drive.

How do you combine JPG files into one PDF with a free browser tool?

Our LeadCanal Combine JPG to PDF tool works the same in Chrome, Edge, Safari and Firefox, on a laptop or a phone. It accepts JPG, PNG, WEBP, GIF and BMP files.

  1. Add your images. Pick several files at once, or drop them onto the box.
  2. Set the order. Drag thumbnails, use the arrow buttons, click Sort by name, or Reverse order. Each thumbnail shows its page number.
  3. Open Page options. Choose A4, US Letter, US Legal or Same as each image, then orientation, margin and image quality.
  4. Click Create PDF. Download the file, named combined-images.pdf by default.

Two details matter. Sort by name understands numbers, so page2 comes before page10. And the tool reads the rotation tag that phones store separately from the picture, so sideways phone photos come out upright without any manual rotating.

Which page options should you pick?

  • A4 or US Letter: for documents you will print or send to an office. Use A4 outside North America.
  • Same as each image: for photo albums and screenshots, with no white borders. Set the margin to None.
  • Orientation Automatic: landscape photos get landscape pages and portrait photos get portrait pages in the same file.
  • Quality Original: keeps the JPG data exactly as it is, with no re-compression, unless the photo needs turning upright.
  • Quality High: limits the longest side to 3,000 pixels, which is plenty for print.
  • Quality Smaller file: limits the longest side to 1,600 pixels for strict upload limits.

Why does it matter that the file is never uploaded?

Our converter runs inside your browser. Your computer or phone builds the PDF, so the images are never uploaded to LeadCanal or anyone else, and nothing is stored on a server. Close the tab and it is gone.

That matters because the JPGs people combine are often photos of passports, bank letters, medical forms, signed contracts and pay slips. Uploading those means trusting a stranger’s storage rules. The tool also checks the file’s first bytes, not just its name, so a renamed program is refused before it is opened.

How to combine JPG files into one PDF on Windows 10 and 11

Windows has a built-in virtual printer called Microsoft Print to PDF. It turns anything you can print into a PDF, including a batch of photos.

  1. Rename the files with leading numbers, such as 01-front.jpg and 02-back.jpg, so they sort correctly.
  2. Open the folder in File Explorer and select the images (Ctrl+A for all, or Ctrl+click).
  3. Right-click and choose Print. On Windows 11 it may sit under Show more options.
  4. In the Print Pictures window, set the printer to Microsoft Print to PDF.
  5. Pick the paper size and the Full page photo layout on the right.
  6. Untick Fit picture to frame if you do not want the edges cropped.
  7. Click Print, name the file and save it.

The weak points are order and cropping. Windows does not give you a drag-to-reorder view, and the default layout fills the frame, which can cut off the edges of a document photo. If you need control over both, the browser tool is easier.

How to combine JPG files into one PDF on a Mac

macOS gives you two built-in ways. Apple documents the first in its guide to combining files into a PDF on Mac.

Finder Quick Actions

  1. Select the JPGs in Finder, in the order you want them sorted.
  2. Control-click (or right-click) the selection.
  3. Choose Quick Actions, then Create PDF.
  4. A new PDF appears in the same folder. Rename it.

Preview, when you want to reorder first

  1. Select the images in Finder, right-click and choose Open With, then Preview.
  2. Show the sidebar with View, then Thumbnails.
  3. Drag thumbnails into order. Rotate any page with Tools, then Rotate Left or Rotate Right.
  4. Click a thumbnail in the sidebar, then press Command+A to select them all.
  5. Choose File, then Print. Open the PDF menu at the bottom left and choose Save as PDF.

One trap catches a lot of people: File, then Export as PDF in Preview only saves the image you are viewing, not all of them. Use Print, then Save as PDF, or Quick Actions, to get one file with every page.

How do you combine photos into one PDF on iPhone and iPad?

Files app: Create PDF

  1. If the photos are in the Photos app, select them, tap Share and choose Save to Files first.
  2. Open the Files app and go to that folder.
  3. Tap the More button (three dots) at the top, then Select, and tap each image.
  4. Tap the More button at the bottom right and choose Create PDF.

Photos app: the print trick

  1. In Photos, select the images and tap Share.
  2. Choose Print.
  3. In Print Options, tap the Share button at the top, or spread two fingers on a page preview to open it as a PDF.
  4. Choose Save to Files.

iPhones save photos as HEIC by default. The Files app handles that, but many converters, including ours, need JPG; switch Settings, Camera, Formats to Most Compatible to shoot JPG. If you shoot Apple ProRAW, run the files through our DNG to JPG converter first.

How do you combine JPG images into a PDF on Android?

Android menus differ by phone maker, so the exact wording varies.

  • Print to PDF: in your gallery app, select the photos and look for Print (often under Share or the three-dot menu). Choose Save as PDF as the printer, then tap the PDF download button.
  • Google Drive scan: for paper pages you have not photographed yet, tap the camera or Scan button in the Drive app. You can capture several pages and Drive saves them as one PDF. Google explains it in Scan documents with Google Drive.
  • Browser tool: if your gallery only prints one photo at a time, open our combine JPG to PDF page in Chrome and pick several photos.

How do you combine JPG files in Adobe Acrobat?

Combining needs a paid Acrobat Standard or Pro plan. The free Acrobat Reader cannot merge files.

  1. Open Acrobat and choose Combine files from the tools.
  2. Click Add files and pick the JPGs, plus any existing PDFs.
  3. Drag the thumbnails into order and remove any you do not want.
  4. Click Combine, then save the new PDF.

Adobe’s guide to combining files into a single PDF covers the options. Acrobat earns its price when you mix JPGs with existing PDFs or Office files.

Command line for big batches

For hundreds of scans, img2pdf is a good free option. Run img2pdf *.jpg -o combined.pdf. It puts the JPG data into the PDF without re-compressing it. Your shell sorts the files by name, so zero-pad the numbers (001, 002) to keep pages in order.

Which method should you use?

Method Cost Upload needed? Reorder pages Best for
LeadCanal browser tool Free No, runs on your device Drag, arrows, sort by name Any device, private documents, phone photos
Windows Print to PDF Free, built in No Rename files first A quick batch on a PC
Mac Quick Actions or Preview Free, built in No Yes, in Preview Mac users who want no extra tool
iPhone Files app Free, built in No Limited A few photos on the go
Android print or Drive scan Free Drive saves to your account Limited Scanning paper pages
Adobe Acrobat Paid plan No for desktop, yes for online Yes Mixing JPGs with PDFs and Office files
img2pdf Free No By file name Hundreds of scans, no quality loss

How do you keep pages in order and the right size?

  • Number your files: phones name photos by capture time, so a retaken page lands at the end. Rename to 01, 02, 03 before you start.
  • Check the first and last page: a reversed batch is common when a scanner feeds from the back. Our tool has a Reverse order button for that.
  • Match the page size to the reader: A4 for most countries, US Letter for the US and Canada, image size for screens.
Page size Physical size Pixels at 150 dpi Pixels at 300 dpi
A4 210 x 297 mm 1,240 x 1,754 2,480 x 3,508
US Letter 8.5 x 11 in 1,275 x 1,650 2,550 x 3,300
US Legal 8.5 x 14 in 1,275 x 2,100 2,550 x 4,200

A photo around 1,600 pixels on its longest side gives roughly 150 dpi on an A4 page, which reads well on screen. That is why the Smaller file setting is usually safe for forms and receipts.

How do you merge images into one PDF and compress it under an upload limit?

Job portals, visa sites and government forms often cap uploads at a few hundred KB or a couple of MB. Work in this order:

  1. Combine with Quality set to Smaller file and margin None.
  2. Check the size shown next to the download.
  3. If it is still too big, run it through our compress PDF to 300KB tool, which also has targets from 50KB to 2MB.
  4. For text documents that will be printed, converting the PDF to black and white can shrink it further.

Always open the final file and zoom in on the smallest text. A file that meets the limit but cannot be read will still be rejected.

A worked example from our desk

A client sent us an onboarding pack as nine phone photos: a signed agreement, an ID page and a bank letter. Two were sideways, page 4 had been retaken so it sat last, and the portal they needed accepted a PDF under 1MB.

We dropped all nine into the combiner, clicked Sort by name, then dragged the retaken page back to position 4. The sideways photos were already upright in the thumbnails. We chose A4, small margin and Smaller file, created the PDF, and it came in over the limit. One pass through the compressor at the 1MB target fixed it, and the agreement text stayed sharp at full zoom. With an ID and a bank letter in the pack, it mattered that the files never left the laptop.

Why is my combined PDF wrong? Common problems and fixes

Problem Likely cause Fix
Photos come out sideways The tool ignores the phone’s rotation tag Use a tool that reads it, like ours, or rotate in Preview or Photos first
Pages are in the wrong order Files sorted by capture time or name without zero-padding Rename 01, 02, 03 or use Sort by name, then drag
Only one image in the PDF on Mac Used Export as PDF in Preview Select all thumbnails, then Print, then Save as PDF
Edges cut off on Windows Fit picture to frame is ticked Untick it in the Print Pictures window
White borders around photos A4 or Letter page with a margin Choose Same as each image and margin None
HEIC photos refused iPhone default format Pick them from Photo Library in the browser’s file picker, which passes JPG, or set the camera to Most Compatible
PDF too large to upload Full-resolution photos Smaller file quality, then compress to your target

Frequently asked questions

How to combine JPG files into one PDF for free?

Use a free browser combiner such as ours, Microsoft Print to PDF on Windows, Quick Actions or Preview on a Mac, or Create PDF in the iPhone Files app. None of them needs a paid plan.

Can I merge JPG files into one PDF offline?

Yes. The built-in Windows, Mac and iPhone methods work offline, and img2pdf runs locally. Our tool processes files on your device, though the page itself needs to load first.

How do I combine two JPGs into one PDF page?

Most tools put one image per page. To get two on one page, place both images in a single document in Word or Google Docs, or join them into one image first, then save as PDF.

Does combining JPGs into a PDF reduce quality?

It depends on the tool. Some re-compress every image. Our Original setting and img2pdf keep the JPG data as it is, so nothing is lost.

How do I combine JPG files into one PDF on Windows 11 without software?

Select the files in File Explorer, right-click, choose Print (under Show more options if needed), pick Microsoft Print to PDF and click Print.

Is it safe to combine ID or bank documents online?

Only with a tool that does not upload them. A browser-based tool like ours keeps the files on your device, which is the safer choice for IDs, statements and signed forms.

Conclusion: key takeaways

Combining photos into a single PDF is quick on every platform. The details that decide whether it gets accepted are page order, rotation and file size.

  • A browser combiner that runs on your device is the fastest and most private method.
  • Number your files 01, 02, 03 so every method keeps the pages in order.
  • On a Mac, use Quick Actions or Print to PDF, not Preview’s Export as PDF.
  • On Windows, untick Fit picture to frame to stop edges being cropped.
  • For upload limits, combine at a smaller quality, then compress to your exact target.
